Growing up in Hancock County, West Virginia, Jay began his music education journey in 1982 as a 6th grade trumpet student. After graduating from Oak Glen High School in 1989, he attended West Virginia University where he received his bachelor’s degree in music education and would later return to pursue graduate degrees. For nearly 30 years, from 1994 to 2023, he directed bands of all age groups: elementary, middle, and high school as well as at the college level. including 19 years on staff with the bands at West Virginia University. Jay served as the Director of Athletic Bands for 12 years at WVU, leading the Sudler-Winning band program to performances in 25 states plus the District of Columbia, including 11 bowl games and 20 NCAA Tournament trips with the basketball pep band. Under his direction, “The Pride of West Virginia – The Mountaineer Marching Band” performed in the 90th Macy’s Thanksgiving Day Parade in New York City.
Jay has been an active clinician, guest conductor, adjudicator, and guest speaker over the years, presenting at many events such as the CBDNA Athletic Band Symposium and the Pennsylvania and West Virginia Music Educators Association Conferences. He has also been a member of the College Band Directors National Association - serving on the Athletic Band Committee, the National Association for Music Education, the National Band Association, the WVU Mountain Honorary, Phi Beta Mu, Kappa Kappa Psi, Phi Mu Alpha Sinfonia, and he is a member of the John Philip Sousa Foundation's Sudler Trophy Committee.
Jay has also personally supported DeMoulin over the years, working at 4 different schools that have proudly worn DeMoulin uniforms.
